This guy is obviously a tracer: http://www.furaffinity.net/gallery/poltergeist/
It's easy to tell by the lines in his pencil pieces; he claims they're sketches but the lines are single shakey lines, deviating and erased/corrected only where he slipped while trying to trace the original work. There's no construction lines or smudges even though he's obviously not very adept at sharpening lines and cleaning noise digitally. That also makes it unlikely he copied-by-eye.
Not to mention the fact his style and skill-level varies hugely from a Gendy Tartakovsky style to anime and Disney.
The TLK trace is from the scene before "I can't wait to be a king" where Zazu tells Simba and Nala that they're betrothed.
You can see it in action here: http://www.youtube.com/watch?v=2FcwxJUwRiU&search=lion%20king%20simba%20nala%20
I couldn't find a still on-line but I know there's plenty of stills of that scene in the form of stickers and in colouring books. I used to have a huge collection of TLK paraphernalia.
Best I could do is this: http://www.funkytowel.net/poltergeisttlklayover.jpg
Though the actual still he traced may be a few frames sooner or later (there's 24 frames per second).
Not a huge fan of Wolf's Rain, Sonic, Inu Yasha or Balto and Google didn't yield much, if there's any fans reading, please have a look to see if you can find the originals.
