Ahh you have a shower that mixes hot and cold water. Those are a bitch to get the two flows of water balanced to get a good temperature, and if someone else runs the cold tap you are likely to get scalded, hence the fluctuation in the temperature. Electric showers FTW! My shower is brand new...

Do you have an electric shower? if it is an electric shower and the temperature wont stay at a nice warm temp then I would guess the heater is gone. The same applies if it is on the water mains and the water everywhere in the apartment wont stay at an even temp, sounds like the heating element.
