You don't know that, man. They could be old papers but it could belong to someone PRESENT. They could be involved in a case or something that is PRESENT AND ONGOING. it's none of your damn business.
I wouldn't even consider that because I have pets. Birds are especially sensitive to air pollutants and there's no chance I'd use that.

In all honesty, if you are concerned that the dog may be being abused, contact the ASPCA. It's better safe then sorry.
Also, the dog rolling around and skittering away IN SOME SPECIAL CASES may not be because of the owner...
I have one, doesn't work too well because my mice were hiding in the walls behind a cupboard and in another room. Remember, it's a noise that's being emitted, it bounces off objects and IMO is only really effective against mice that are out in the open.
