Intelligence is pobably the end result of evolution as with intelligence you conquer all competitors. With intelligence, you no longer have to worry about survival (normally) and many diseases. The goal of evolution is survival, after all. As said above, intelligence requires a lot of energy...
As you said, intelligence is a strategy. Ancient man may have gotten backed into a corner survival wise. Maybe it was loss or change of habitat, or too much competition for meager food supplies. Animals normally strive to migrate, herd, and/or evolve means to best reach their food supplies...
The fact that we look like we do is an accident. There have been several great extinction events on this planet which pretty randomly allowed life to develop as we know it now. For example, if dinosaurs hadn't become extinct, then there could have easily had a dinosaur that developed...
