Because unless you are about to die from heat exhaust or you are in a fursuit panels you're not supposed to take off the head in public. Furry cons are more tolerant of this, but don't go into the headless lounge.

It costs to much money to be the baddies, if their tech is within 100years of ours it would be extremely expensive, less advanced you would still have to pay for the nukes or neutronbombs and any quick fix would total everything along with them. tl;dr war and genocide costs much.

I play ridiculous amounts of galaxy conquering games, pretty much the best two options are either destroying every last one or assimilating them. Just conquering would cause to many problems later on, rebellion etc, war would be to costly cause it always it.
