There is also the fact that large parts of the city were stolen wholesale from other realms over the realities, and they shift at the whims of both Hastur's servants and Hastur himself. Also... the Lake of Hali. You have to go through the whole city to get there, but that lake is your objective, as that's what Hastur calls home base."
