EDIT 2: I figured it out! The top half of her was slightly too tall. It has been corrected and looks good now!

EDIT: disabled filters on 2 and 3. It's really mild but I'll still leave them linked just in case.

Hmm.. I think what I'm picking up is the head is a little too big. I roughly guestimated the character you're having an issue with is 3 and a half(?) heads tall, whereas the ref images of the character seem to be about 4 or 4 and bit heads tall. Is that maybe what you're picking up on and can't catch?

Something like that, yeah. A certain part of the head is too big... or not at the right angle (like a slightly crooked picture frame), but is so subtle that I don't exactly know where to fix it...

All the character ref images are bad at showing height (they were made to capture the general design/color palette). Character heights haven't been finalized yet anyway (will do later on a chart), but the character here is around three feet, maybe a little under.

The height difference you're picking up on is probably due to what was there before… the first character was about a foot/head and a half taller than this one. Really messed up a lot of things having to downsize. The flower (which is just oversized) makes her look really small.
