The very first sentence of the article has a grammar mistake in it. :\ (it should read 'issues', rather than 'issue')

So I am guessing this has not been peer reviewed.

The report is expansive; could you summarise the main parts of the report which you think are interesting or contentious?
I agree with the assessment that some people troll others because they have high self expectation and resent other people who fail to meet those standards. 'Not suffering fools gladly'.
I also agree that law enforcement handles trolling poorly; I am concerned that freedom of speech is being eroded in order to protect people from snarky internet comments, in some cases.

Most people care more about the content than the grammar, but it was written by the European Parliament.

There wouldn't necessarily be peer review but I'm sure there was some form of review prior to it going out.

Something like that is easy to miss, since most people aren't nit-picking for pedantic bullshit.

What I found the most interesting is it reminded me of myself.

I also like how they went into Autistic Spectrum Disorder, it substantiates a lot of things I had guessed.

I was concerned that the reviewers' (if there were reviewers) failure to pick up an obvious and prominent mistake meant that there could be further mistakes in the paper, which would decrease any confidence I would invest in it.
