Where can I get a good flash animation tool minus the 500$ price tag?

If you just want to animate, here's some opensource animation tools:

Pencil, a lightweight animation program. Kinda goes with a flipbook-ish work flow.

Synfig is a bit more heavy duty, they feature some great movies in their gallery. But the program itself is very complex, so you might encounter a cliff-like learning curve.

If you want the flash aspect, SWFTools might help you out.

That's all I can think up at the moment.

Synfig does, pencil outputs to a set of images that you can assemble into a animated GIF in photoshop or gimp. I'm also pretty sure that there's also some utilities floating on the net that would assemble this for you, but I'm too lazy to google that right now. ;)
