Not sure he'll be here any time soon. I've given everyone pretty much everything they would need to be both comfortable and productive enough to keep the vault running.
However, I'm not going to get involved so if the AI can't make money on its own, the vault will eventually fail.

I do have an overseer character who I control only for things that absolutely require a player, like paying rent. Otherwise, I won't intervene.
