Things here are not very much ruly. Schools may adopt different methods as there's not such a thing as an actual National Curriculum with guidelines (for now; they've made one that's yet to be approved in the congress from what I've seen).

There's plenty of cases of schools in which teachers also get students past their levels even with grades that would by their school definition make them flop.

Schools don't care anymore, they barely are for the purpose of teaching life skills anymore.
