Average temperatures here tend to be 86 - 68 and that's a pattern that almost doesn't change during all seasons.

How common is English in Brazil? (speakers, jobs, street signs, etc)
 
This last winter, Florida had a freak out and we hit 8.
That was the coldest I've been in, and it was bullshit. >_<
We didn't even get any snow!

But almost everything shut down. xD

We rarely shut down because of weather
We average during the summer around 101, with a heat index of 110-117. Winter NORMALLY doesn't get colder than 40.
I melt in the heat though, and having lived in Florida, I've built up NO resistance to cold.

How common is English in Brazil? (speakers, jobs, street signs, etc)
In my region it's quite uncommon outside of the airport, but it's not impossible to encounter someone able to help you in fluent English in my neighborhood and maybe Marco Zero's. You'll be luckier if you go to the Southern areas - São Paulo, Rio de Janeiro, Brasília, Curitiba, for those concentrate the largest portion of brazilian's economy. Weather in those places isn't as stable though, but São Paulo would possibly be your best bet also in terms of services/commerce, speakers, general infrastructure. The downsides are air pollution and traffic. :/
