It's not programming art, but pixel art forces you to find different ways to make detail with the size of the pixels and minimal image space.Pixel art governed numerically and not just by sight, so I see they can have differences.
And go for it! I wasn't able to draw a person until 2 years after I began drawing but I decided to commit to it despite how much I disliked it. It was like learning how to draw from the beginning, and it was rather embarrassing.

The way I see pixel art is getting all of the measurements and angles down exact because there isn't a lot of room for misplacing details, because as you said there is a minimal image space and each pixel accounts for a larger fraction of the total area.It's not programming art, but pixel art forces you to find different ways to make detail with the size of the pixels and minimal image space.
Though since I'm using GIMP, it's purely stylistic and all limits are self-imposed.
