There are a lot of things I can't stand about my job, but the worst is all the inefficiency and waste. You have NO idea how much taxpayer $$$ the state wastes! It pisses me off to NO END.

The wasted money is probably your resource advisor not getting the right information on what to purchase. just create an unfunded list of requirements that the department could use:
Sensitivity training
Nonlethal takedowns
Military security training
Hostile negotiations
Fuzzy handcuffs for women
Cars with more legroom in the back
bulletproof glass between you and the guy in the back
Minibus
Ice cream machine
