Not sure if you are still looking, but I thought I would put my commission info out there in case you still need some art of Oswald. My commission info can be found on my Commission Pricing + Queue Trello.

Given your budget, I would suggest either cute style fullbody or doodle style fullbody, both being at the $25 mark so just a bit below your budget. I personally think Oswald would look wonderful in the cute style option and look forward to hearing from you should my style catch your interest.
