Really? I completely disagree. It reminds me of what forums looked like in 2016. 2010 was much more simplified.

I'm not quite sure where to find that unless it's specific to certain web browsers.

Looks like he's showing you a mobile browser, so I'm not sure about that one, but for web browsers on a PC I use the Dark Reader add-on. It changes all websites to have a dark background and mostly works well. There are a couple sites I have had to disable it on because it ruined certain colors for some reason or it fails to change the font color so it' unreadable, but both issues are rare.
