Even some of the omnivores are also cracking down; over in Vulpine Valley, I hear that they have a new Awoo! penalty, of not less than eight (8) hours of washing dishes at a Burger Fox™ Restaurant or Drive Thru.

And I can see the need for tough new laws in Guinea Pig Glenn, and Guinea Pig Gardens.
