oh, i didn't know the first two things but i did know the third.
In one way he was very legalistic and tried to prevent the war becoming too revolutionary in nature, but, like with habeas corpus, he was also prepared to sometimes go beyond the law for strongly held convictions.
He had told the southern peace delegations he wouldn't reinforce any federal forts in the south, but sent the ship, Star of the West to Fort Sumter filled with supplies and troops. The southern states found out about it and decided that they couldn't allow the ship to resupply the fort. When the ship arrived they fired on her, hitting her three times and forcing her to retreat. These were the first shots of the Civil War. It's not a well known fact about the peace delegation and might impress your teacher. Do your research to make sure I am correct in the fine points.

oh yes, i do know how the Sumter crisis played out. that decision was kind of a compromise attempt, but had the opposite effect the union wanted.
The war almost started even sooner than it did. About a month before formal hostilities took place, the southern batteries were doing artillery loading drills. They would charge the guns with powder and then load the shot or shell. Then they would take the ammunition out and discharge the powder. One time they forgot to take the shell out and when they discharged the gun, sent a projectile toward the fort. The southerners sent an apology to the fort for the accident.
