This is my final result because while the others have their uses, and it is quite the uses, I believe Glaceon would be ideal because of the fact that if there is any sort of water warfare, there simply cannot be so if the waters are frozen over. Freezing cold can make almost any foe submit to it's icy chill, especially against the fire types. That, and you have a better chance of adaptability in cold areas, which would make most inhabitable places, like tundra, a good area of operation in which most cannot traverse to. I see it as both a combat and personal balance, the best of both worlds one may say.
