To be honest Greater Mouseland came about simply because Lesser Mouseland was a thing.
Whilst Lesser Mouseland is the seat of royal power, rolling hills, one city and many small villages. Greater Mouseland is more industrial, lots of gray concrete, pollution, it's kind of a Soviet Union lite.
It's run by an ineffective Chairman type identified by his ridiculously oversized hat.
