However their empire grew over a large period of time, and took over many other nations at the time. But much of the area that the mongols had was not great for wood production, this would lower the amount of wood they can make!

Right, but recall that one of the assumptions I made was that the Mongol hordes had to get bored. They most certainly weren’t bored, if they were nomadic, so in my hypothetical scenario, they did indeed have an incentive to hoard boards.
My answer wasn’t a definitive answer, as I need more information to come to the correct conclusion without a leap in logic.
