Probably the optimal choice to get the most bang for your buck, atm. That's what I would get if I didn't have all that much money to spend, or didn't want to spend a lot of it :3

I remember back then RPG MAKER 2003 was a favorite do to have a side view battle sistem with animated battle sprites
