Seconded. I'd guess that the DB server has temporarily gone down for some reason. The site itself is responding to ping and acknowledges a request but it's not returning a page.

Either something broke, or the server turned racist.

Logic would dictate the former, but the latter is what came to mind first when I read the title of this thread.
